Every language has weather related expressions.
Two common weather conditions are rainy and sunny.
Jonathan, are you coming to my lawn care party?
We need to mow the lawn, pull the weeds and cut down a dead tree.
Of course! I will be there.
You know, you also said you were coming to my Paint My Kitchen party
and you didn't.
This time I will.
Come rain or shine, I will be at your place Saturday morning!
Come rain or shine means something will happen no matter what.
It's a promise.
You can even use the phrase when talking about the actual weather.
So, if you invite people to an outdoor party, you can tell them it will happen, come rain or shine.

This means that they are doing something in any weather.
This idiom is a little bit more literal, because we're actually talking about rain or snow or bad weather or shine, which means sunshine, good weather.
So you might say my family likes to go hiking every Friday, rain or shine. That means if it's wonderful weather, we'll go hiking.
But also if it's awful weather, we try to go for at least a little hike.
We will do it, rain or shine.

I got to spend some quiet time doing some enjoyable things with my family. We often add, I guess before this idiom, I guess every cloud has a silver lining and that means that, you know, it's not 100%.
