This is referring to a quiet period before there's some chaos or craziness.

You might say.

So, the idiom "to feel under the weather" means
那麼,under the weather 這個成語的意思是
"to be unwell or to feel sad or in low spirits.
「身體不舒服、感到難過或低落」。
" So, for instance, 
好比說,
if you have a cold or you have flu, 

you would say, "Oh, I'm feeling under the weather" or "I am under the weather." 

So, if you're ill or sad and a friend calls you to go to the cinema, 

you can say, "Sorry, I can't go. I'm feeling under the weather" or "Sorry, I can't go. I am under the weather." "I am under the weather" or "I am feeling under the weather." Okay? To be under the weather...
